I think I found it! The 1990 edition of TSR's Fantasy Forest included figures of the Dungeons & Dragons cartoon characters! I'm writing about the 1982 edition this week and happened to see some photos on BGG and thought your comment!

It’s definitely more complex than most kids games of the era. The rulebook is written like a modern ttrpg rulebook.
It's a shame that they never released the expansion that included the Superelf and Superwizard.
I want to be a Super Elf (Superelf... Super-Elf?).
