I’ve been playing a lot of Quacks of Quedlinberg recently, and it is a wonderful bag building/push your luck game. What it lacks that you mentioned here is a way to remove chips from your bag later in the game. At first, you can only afford weaker chips. Later in the game, it would be nice to purge a few of them, or at least upgrade them, but there are only a few times when this can happen, and those don’t occur in every game.

Wonderland's War is absolutely fantastic and I would recommend it highly! It adds some strategic depth that Quacks doesn't have and still provides the really exciting push your luck battle system. Trudvang Legends is a co-op that does some interesting things with bag building that I would recommend. And one of my favorite deck builders is the Undaunted series.
